A Well Planned City

Modi’in is a well-planned city sketched out onto a sprawling 48,000 dunams of land - half built-up and half green - which, when finished, will be populated by a quarter of a million residents.

Modi’in is planned to comprise four major sectors: a residential area, the central business district, an industrial and commercial zone as well as a hi-tech park.  All areas are interspersed with green parks and wooded areas to give a rural feel to the place.

In Harmony With The Environment

Modi’in was designed to utilize the natural attributes of the area and to be built in harmony with the topographical conditions.    Modi’in blends into the hills and valleys.  The major roads, green parks and public areas run along the lengths of the valleys and the buildings climb up and over the tops of the hills.

 

Modi’in rises to a height of 300 meters and is exposed to the gentle northwest breezes. Humidity is lower than along the coast, and temperatures do not reach extreme highs and lows.  The city’s weather conditions are comfortable and balanced.

 

In order to ensure a high quality of life for the residents, the city was planned with a defined separation between the residential areas and the industrial and commercial zones.

A Diverse And Dynamic Population

Modi’in’s residents have chosen to live in the city in order to improve their quality of life.   Approximately 25% of the residents arrived from Jerusalem, 10% from Tel Aviv, and 30% from the Dan Region.  Other residents came to Modi’in from all over Israel and the world.

 

Approximately 90% of the homeowners are young well-established families with two children. 

 

One third of the Modi’in residents have a high school education while 60% of them have higher education or academic degrees.

 

Professions common amongst Modi’in’s residents are in the fields of: education, engineering and technology, medicine, computers, economics and administrative services.  Modi’in has fast become a dynamic city filled with a young and educated population.

The Urban Center

A City With A Drive For Development

Modi’in’s growth rate is unprecedented in comparison to any other city.  Within a few years thousands of residents and families have already moved into Modi’in. 

 

The central business district will be established in the lower basin of the city where three valleys meet.  The district will be built on the city’s main boulevard in a defined area measuring 500,000 square meters and will incorporate a transportation center and the city square.   This center will be the heart and soul of the city.

 

The city center will house municipal, national public institutions and buildings, offices and businesses, entertainment areas, court houses, the municipal museum, a library, a city college, the central synagogue, and will include traffic circles, parks and an expansive, wide open plaza.

 

Commercial activity will take place in two central, enclosed, air-conditioned malls, and along the length of the pedestrian streets.  These various activities will be organized in such a way that Modi’in will be able to develop into a thriving and open city bustling with commercial and cultural activity.

 

The multi-level transportation center will include a modern train station on the lower level, an intercity bus station on the middle level and an intra-city transportation station on the upper level.  Public parking lots will allow easy and comfortable access to all the commercial areas. 

The center will also incorporate exclusive residential dwellings, which will provide added value and enrich the quality of life in the area.   The center will overlook the adjacent Annabe Valley Nature Reserve. 

 

Development of the city center will be carried out in phases in accordance with the city’s growth.   Each phase, when built, will operate independently until the completion of the next phase.   All the phases will merge as one large complete commercial center, to serve the needs of a vibrant and growing city. 

 

Modi’in’s municipal and commercial center will be breathtaking, sophisticated and spectacular.  All its components will merge naturally and in harmony for the welfare and pleasure of the city’s residents.

Business and Hi-Tech Park

Modi’in’s business park will be established northwest of the city, adjacent to the Ben Shemen forest. This modern business park will be set amidst the green forest.  The park’s characteristics combine uniquely styled buildings of stone and glass while completely preserving the environment.

The business zone spans over an area of 1,300,000 square meters and to be filled with commercial and public buildings.  It is intended to provide employment for some 30,000 personnel.  Commercial activities will comprise office services, high technology and manufacturing.  Educational institutions and a commercial center serving those working in the park will be built.  Each road will be lined with a different type of tree and distinctive landscaping.  Strips of greenery will stretch from the Ben Shemen forest into the business zone.  As a means of optimizing the green appearance, the parking lots will be built underground.

 

The industrial zone will be approachable by Tel Aviv-Jerusalem Highway 1, by Jerusalem-Ben Shemen highway 443, and by an internal road system surrounding the business area and joining up to the 431 road.

Small workshops and Service

This area is planned to provide everyday key services to the city’s residents.

 

This area extends over 700 dunams to the southwest of Modi’in.  Large shopping centers will be built and operated, small factories, workshops, businesses, garages, offices, filling stations, night parking for buses, plant nurseries, automobile agencies, shops selling mechanical equipment, retail warehouses, and giant retail outlets.  It will have open spaces, green parks, tree-lined avenues, lighting, street furniture, stone paving and sign posting.  Strips of woodland will surround the whole area.

 

This area will be directly approachable from the Tel Aviv-Jerusalem road and from the Jerusalem-Ben Shemen road, without the need to enter Modi’in’s residential neighborhoods.  As such, the area has a network of routes, which make possible easy access to the nation’s arterial highways.  At Modi’in’s outskirts and adjacent to the area, there will be a train station for the train service that will enable speedy and easy travel to and from Gush Dan.

Health Is Foremost

The welfare of Modi’in’s residents is top priority.  A wide range of professional health and medical services are provided for the individual, the family, preschoolers and senior citizens.

 

Providing these services are four health maintenance organizations – Clalit, Maccabi, Meuchedet and Leumit, four pharmacies, a Magen David Adom station, two intensive care ambulances, two family health clinics, dental clinics and around the clock health services for urgent cases.

 

Modi’in is preparing a healthy future for the hundreds of thousands of its future population.   The Ministry of Health’s master plan includes the building of a 900-bed hospital. 

Four clinics will be built throughout the city in cooperation with the Hadassah Organization to provide emergency medical care.

 

A pre-natal clinic will be built that will allow women and couples to prepare for pregnancy, and receive medical treatment and genetic counseling.

 

With love to our golden ages… the senior citizens and elderly residents of Modi’in receive the best of services and care.  They have found a warm and supportive home in Modi’in.   As long as elderly residents want to and are able to live in their own home and in the community, Modi’in will assist them to do this.

Education

Investing Today In Tomorrow’s People

The education system in Modi’in truly articulates the accelerated growth of the city.  Within the framework of formal education, Modi’in supplies, in its entirety, all of the educational needs for its students.   45% of the city’s budget is invested into the education system.  The schools combine diverse educational trends and each student is given the opportunity to integrate into the appropriate school.

 

About 14'500 students in Modi’in study in a wide range of educational institutions which include:  kindergartens, daycare centers, pre-nursery play groups, after-school playgroups, independent kindergartens, kindergartens operated by various associations, primary schools, state-run religious schools, high schools, a democratic school, a religious girls’ high school and a boys’ Yeshiva.

The city of Modi’in, together with the education and culture departments, invest significant resources in the development and advancement of the education system, the fostering of quality teachers, excellent educational teams and in advanced information technologies. 

 

The city of Modi’in and the Ministry of Education combine efforts to advance the educational objectives for the children of Modi’in.

A district teacher’s center will be established in Modi’in to provide seminars, educational programs for the teachers from the hundreds of kindergartens and schools in the district.

 

The education system is guided by unique principles, which combine formal and non-formal education in co-operation with the community center.  This allows for maximum independence for each educational institution, equality and excellence, the fostering of curiosity and independent learning, and Jewish cultural education.  Educational activities take place in an open-minded democratic atmosphere and within an attentive, flexible, and stable organizational framework.

Enrichment and Complementary Education

The Modi’in Municipality is improving the city’s education system with enrichment activities that are not included in formal study programs.  A special center for infants and families provides this sector of the population with a wide spectrum of services and frameworks – the center for child and parent enrichment, a playground, activity center, groups for infants, and a parent’s ‘school’, day care, a psychologist, and a pedagogic center.  Children with special needs are granted appropriate assistance and education as required. 

 

After school activities are operated in kindergartens and schools and they provide an afternoon framework for the children.  Also, during after-school hours, tens of group sessions and enrichment programs in arts and sciences take place in which hundreds of children participate.  During the summer holiday, Passover and Chanukah breaks, day camps are operated for the children of Modi’in.

 

The schools’ libraries make a significant contribution to every child’s worth.  Modi'in libraries are connected to the Internet and open up endless possibilities for study and enrichment.

The ‘Safe Community’ project operates through schools and kindergartens as a means of reducing road accidents and for injury prevention education.

 The center for environmental studies was established together with the Society for the Protection of Nature and organizes ‘Getting to Know Our Country” groups and guidance for children.

The ‘Parents Learning’ center was established to improve the quality of parenting, and hundreds of parents take part in workshops and lectures on the subject of parenting.

A World of Leisure and Culture

Modi’in is a center of cultural, sport and leisure activities that enrich the community.  Cultural activities include monthly events, regular meetings of organizations, musical events, films, theater, women’s activities, literary events day trips, choir evenings, summer events, educational classes, shows and parties.  After-school activities for children, youth and adults are provided by professionals in their fields and supervised by the Municipality.

 

The city offers special annual events which include dance festivals, Modi’in Purim parades, Passover and Succoth marches, book fairs, art shows, school bible quiz, national chess tournaments and the spring harmonica concert.

 

In Modi’in, there are three active youth groups: Ha’Noar Ha’Oved V’Ha’Lomed, Bnei Akiva and Scouts. There are over 1,000 youth participated in the movements’ activities.

 

In Modi’in, a wide range of sports and physical activity programs are coordinated in the two sports centers, at the four school gymnasiums and the swimming pool. Some of the activities offered are:  little league soccer, soccer, work-out rooms, basketball teams, ping pong, baseball, gymnastics, acrobatics, modern dance, ballet, martial arts and even sumo wrestling. 

 

A public library opens a magical world of reading, writing and information for Modi'in residents.  The public library will integrate advanced technologies, which will allow for computer communication between libraries and distance learning. 

 

The Modi’in Community Center offers lots of activities, leisure events, cultural and sport activities.  The Community Center operates programs for preschoolers, tens of after-school activities for children, activities for parents, parties and youth clubs, enrichment programs, summer camps and road safety prevention projects.

 

Modi’in is proud of its folkdance troupe, the Modi’in Youth choir, acrobatic and gymnastic teams and the cantorial choir, which have represented Modi’in in both national and international cultural festivals.

 

Many of Modi'in residents are traditional in faith.  There are Bible Classes, women’s activities within the framework of Emunah Club, the Rosh Hodesh meetings, and Hassidic musical shows.  In Modi’in, there is a rabbinical office and two municipal Rabbis who provide personal consultations on different subjects. 

 

Synagogues and ritual baths are located throughout the city for the convenience of its residents.

 

There two Mikvehs in the city and there is a plan to build two more.  There are over 25 Minyanim some of which are in built Synagogues and some with are held in kindergartens and schools.  There are two head Rabbi's in the city, one Ashkanaz, Rabbi David Lau and one Sephardic Rabbi Eliyahu Elcharr, the Rabbinical Offices in Modi'in also oversee Kashrut in the city.  There is a cemetery in Modi'in.

Quality of Life for Life

As a city that was designed with modern urban planning in mind, Modi’in has set high standards and precedents for quality of life and the environment.

The city was designed in harmony with the environment and molds into the topography and the magical landscape.

 

Major attention was given to the city’s appearance and aesthetics.  Green parks and garden traffic circles were planted throughout Modi’in; the houses on the main boulevards have Jerusalem stone exteriors and are limited to a height of four floors. The corner houses are designed to reflect the rounded contours of the surrounding hills and the sidewalks are uniformly paved.  The look is impressive.

A Clean City

 Air quality and a clean environment are the cornerstones of Modi’in.   Through the environmental monitoring station, the levels of dust, hydrogen, sulfur and carbon monoxide are constantly being checked.  

 

Modi’in is a recycling city.  Recycling of garbage reduces air and water pollution and safeguards natural resources.  The separation of the sewer system from industrial waste prevents ecological imbalances.

 

Modi’in has a unique master plan for recycling effluent and wastewater to be used for irrigation. The plan emphasizes the need to preserve the water sources and prevent earth contamination and ground water pollution. Constant testing ensures the high quality of Modi’in’s water.  In adherence to the master plan, a sophisticated irrigation system has been established to regulate and control, efficiently and economically, the complete irrigation system in the public parks.

 

The care and maintenance of the city’s landscape is of top priority.  Modi’in has been awarded five stars by the Council for a Beautiful Israel. The Modi’in Residents’ Association is also a partner in the maintenance of shared property and neighborhoods.

A Green and Spacious City

Special emphasis has been placed on the development and care of the city’s green spaces.  Modi’in is amongst the few cities in Israel to boast that 50% of its area is kept as open green space, flowering gardens, green corners and unique children’s’ playgrounds.  500,000 square meters within Modi’in have already been made into green valleys, public parks, wooded land, streets and the central boulevards. Along the city’s roadsides, a variety of ornamental trees have been planted, which suit the local climate and environment.  Included in the master plan is the city’s street furniture, styled to integrate signposting with its detailed and decorative directions together with the furnishings.

A City with a Past and Future

Modi’in has combined its developing present with the heritage of a glorious past, remains of ancient settlement, and the notable sites of historic wars, and the battles for Israel’s independence.

 

During excavations that took place on the ‘Titura Hill’, which stands at the northern edge of Modi’in, a large and unique site was revealed with remains of ancient settlement, dating back to 2000 B.C.  Among the finds are 2nd Temple and Byzantine residential dwellings, a Crusader fortress, public buildings, a paved Roman Road, more than 100 water holes, hidden caves, oil/grape presses, tools, jewelry, coins, and much more.  Some of these finds date back to a prehistoric presence, and many indicate Jewish settlement in the area, when the second Temple was standing in Jerusalem.  This archaeological site is considered to be of significant historic importance, and will be kept as a green area integrating an archaeological park.

 

In the spring, some 80 species of plants and flowers grow all over the hill, which simply increase its beauty.

 

At another historic site that was uncovered at Khirbet Um-el-Umdan one of the oldest known ancient synagogues was found, a ritual bath, and other rare finds dating to Hasmonean times.  This most unique archaeological site will be a major special focal attraction for tourists.

Anneba Valley Nature Reserve

Old and new in a magical world, Anneba Valley bordering the city center will be developed into a Municipal Central Park for the city and its surrounding areas.  The natural beauty of the landscape will be combined with newly planted palm parks and dams made from earth and stone that will assist with the enrichment of the ground water.  Events and activities will take place in the park, which will have the capacity to accommodate a large number of visitors.  For the visitors’ enjoyment, an artificial lake will be constructed in Park Anneba as well as an amphitheatre, an adventure park, a bustan (an orchard garden) a restaurant and recreation areas. There will be routes for hikers and cyclists, a horse ranch with paths for riding, and there will be observation decks looking out to panoramic views.  Based on its indigenous natural characteristics, the area will be looked after and stocked with compatible natural vegetation.

All Roads Lead to Modi’in

With in a radius of 30-minutes driving from Modi’in, are the metropolitan areas of Tel Aviv and Jerusalem.  On completion of the highway infrastructure, it will be possible to get to and from Modi’in easily and quickly from all over the country. 

 

Two municipal roads connect Modi’in with the national highway infrastructure. 

Highway 1- connecting Jerusalem and Tel Aviv.

Highway 443 - connecting Modi’in with Jerusalem and the Ben Shemen junction.

 

In the year 2005, the Israel Railway will connect Modi’in with Metropolitan Tel Aviv, stopping at the Ben Gurion International Airport, and at a later stage, a future line will connect to Jerusalem. On completion of the highway system Modi’in will be connected to the national highway network enabling its residents to travel quickly and easily to all parts of the country.

Highway 45 east of Modi’in will become an additional main throughway parallel to parts of 443.

Cross Israel Highway 6 will allow easy access to the north and to the south

 

The advanced and futuristic train station will be situated in the city transportation center on the lower level.  The station will have two tracks and will service two-story trains.  A cafeteria and other services will be available to travelers and will be easily from the city center complex.  The train will stop at two locations within Modi’in, the city center and in the industrial zone.

 

The train has a start up budget of 130 million shekels.

A Beneficial Residents Community

There are numerous volunteer organizations in Modi’in whose goals and activities are to assist the residents in all aspects of their lives.  The volunteer organizations are evident throughout the community, reaching out to the residents through cultural and educational programs, health care, social services, senior citizens, and the absorption of new immigrants, soldiers, special needs children, students and women.  Their contributions improve the quality of life for us all.

Civil Guard

Modi’in has over 400 volunteers who assist the regular police in internal security, public order, and law enforcement operations.  There are ten units as well as bicycle units, a youth unit and a unit providing assistance to crime victims.

The Soldiers' Welfare Association

The local chapter has adopted the Duvdevan Unit. They look after the unit’s needs through donations and host them at cultural and leisure events.

The Yad Sarah organization provides services, medical equipment and distress transmitters to the sick, the elderly and to disabled residents.   The Modi’in chapter also lends medical and rehabilitation equipment assists needy children and makes house visits to the elderly.

Ezer Modi’in is an organization that assists needy and single parent families, disabled, elderly, battered women, new immigrants, troubled youth and the sick.  The organization distributes food, organizes blood donations, fun getaways and summer camps for needy families and helps all residents as necessary.

Magen David Adom provides first aid to all of Modi’in residents.  Along with the employees and the ambulance drivers, the numerous volunteers stand together to serve the community.

The Golden Age Club actively works towards social interaction and the enrichment of leisure time for the senior citizens of Modi’in.   The hundreds of members enjoy social and cultural activities, parties, family outings, trips abroad and a support system.

The New Immigrants Volunteer Club works towards integration between new immigrants and veteran citizens, helping them become part of the community as a whole and to learn Hebrew.  The volunteers assist the new immigrants from the time of their arrival to the city and throughout their absorption process.

Women with initiative have formed an association in Modi’in, Women Business Entrepreneurs (N.I.V.).  The goal is to encourage and to promote women in business.  The association holds lectures, seminars, and courses and offers women unique practical ideas and solutions for promoting their businesses.

All of the volunteer associations operate under the umbrella of the “Modi’in Volunteer Association Council”.

  

Human Resource Development

This volunteer unit operates by identifying human resources and organizations in the community with the goal to enlist their support to the benefit and welfare of Modi’in residents.  The unit develops plans and provides information for personal, group and community enrichment, and learning in the community and professional training.  The unit also promotes the advancement of women and the development of personal careers and professionalism.

 

A special channel of activities is directed towards promoting the volunteer spirit and residents’ participation in community life.  The unit also assists in the forming of and preparation of volunteer associations.

Community services

Comprehensive social services and a community administration were established with the purpose of developing welfare services for the general public and especially for a population in need of those services. The administration for social, health and community encourages the city’s inhabitants to volunteer for activities and to participate in its planning and operation.

Among the activities organized by the community and social services administration are the welfare assistance for individuals and families, initiation of volunteering projects, education planning and development, enrichment and employment, help with immigrant absorption, programs for Golden Agers and a range of welfare and health services for different sectors of the population.

SHIL- Citizens’ Advice Bureau

The Citizens’ Advice Bureau was established with the aim of shortening procedures and streamlining the services offered to Modi’in residents. Its function is to liaise, connect, co-ordinate and supply residents with various services. The center deals with matters that require direct contact with the public. They handle many enquiries and complaints received from residents; they are investigated through the relevant offices, and then provide the correct answers and information to the resident.

Services available at the Citizens’ Advice Bureau include student registration for educational institutions, residents’ registration at the Ministry of Interior, collection and payments, local tax queries, environmental assistance, public enquiry and complaints center, health information and help center, transportation, religion, postal service, social security, culture, youth, sport, and the range of services offered by the city, as well as internet and the community information television channel.

Modi’in is a modern and progressive city that has grown in an area that has witnessed thousands of years of glorious Jewish historic heritage.
